Dr. Nolan Clark, Agricultural Engineer P.E.
Dr. Clark conducted research on irrigation technologies and wind energy systems at the USDA Conservation and Production Research Laboratory in Bushland, Texas for 38 years. His research career began in 1971 and he served as the Laboratory Director from 1993 until retiring in 2009. His research experience included wind power for irrigation pumping, wind power for domestic and livestock water pumping, wind turbine performance, wind/hybrid generating systems, wind effects on sprinkler irrigation, groundwater management, microclimate, and animal waste management. Dr. Clark is a Registered Professional Engineer and received a B.S. in Agricultural Engineering from Texas Tech University in 1964; an M.S. in Agricultural Engineering from Mississippi State University in 1967; and a Ph.D in Agricultural Engineering from Texas A&M University in 1970. In 2003, Dr. Clark was named a Wind Energy Pioneer by the DOE Wind Powering America Program and in 2005 received an Award for Outstanding Contributions to the American Wind Energy Association. In 2009, he received an award from the Wind Powering America Program in recognition of leadership, dedication, and numerous contributions to small wind turbine applications. Dr. Clark has served on the Certification Commission since its inception in 2010.
Trudy Forsyth
Ms. Forsyth has led a wide variety of aspects involving small wind turbine technology, markets and policies over a period of three decades. For the first 18 years, she led the National Renewable Energy Laboratory’s (NREL) national efforts on small and distributed wind technology development, verification testing, and outreach and education strategies. As an NREL leader and later a private virtual consultancy, Wind Advisors Team, she has led international efforts on development of international IEC small wind standards and facilitated the applied research needed for consumers and IEC standards making experts. Ms. Forsyth holds a B.S. in Mechanical Engineering from University of Colorado-Denver in 1983; and an M.S. in Mechanical Engineering from University of Colorado-Denver in 1989. For the first decade of her career, she worked for Martin Marietta Astronautics Group as a senior engineer. She has received numerous award and recognition including American Solar Energy Society Fellow in 2022, Repowering Schools Special Recognition in 2022 Women of Wind Energy 2014 Woman of the Year, IEC 1906 awardee in 2010, IREC Special Recognition Award in October 2005, NREL Outstanding Community/Professional Staff Award in 2004, and University of Colorado-Denver Dean’s Leadership Award in 1983. She has been featured on NAFB and CPR radio spots, cartoons and in a Girl Scouts Handbook. Ms. Forsyth orchestrated the initiation of the Small Wind Certification Council in 2008 and was the board president from 2012-16.
Malcolm A. Lodge, P.Eng
Malcolm A. Lodge is founder and President of Island Technologies Incorporated, an electrical engineering and wind energy system consulting and design firm. Malcolm has thirty years experience in wind energy engineering and has designed, managed and constructed wind energy systems and projects worldwide. Mr. Lodge was founder, designer and manager from 1980 to 1990 of the Atlantic Wind Test Site (AWTS), Canada’s national laboratory for wind energy systems evaluation and testing. During this period he worked closely with other international wind energy research laboratories in the USA, Denmark, Netherlands, Greece, and Germany to develop standards for wind turbines and for development of wind-diesel technology. Mr. Lodge was founding president of the Canadian Wind Energy Association and has held many director positions in other renewable energy organizations, standards agencies and advisory groups to government. He received a Bachelor of Engineering with Honours Distinction from Nova Scotia Technical College in 1962 and a Masters in Engineering specializing in Control Systems Design in 1964. He has been awarded the R.J. Templin Award for outstanding contribution to the development of Canadian Wind Energy Technology. Mr. Lodge has served on the Certification Commission since its inception in 2010. Ms. Forsyth joined the Certification Commission in 2024.
Charles Newcomb
Charles Newcomb’s experience has been developed over more than two decades in the wind energy sector with 12 of those years spent at NREL’s National Wind Technology Center where he conducted performance and application tests of wind turbines, supported governmental agencies as a subject matter expert, lead a team in developing the USDA’s technical requirements for their renewable energy grant program, and managed the DOE’s Wind and Water Power Deployment group. Charles’ industry experience includes serving as a Managing Director for Entegrity Wind Systems, Technology Director for Endurance Wind Power, and Chief Technology Officer for NexGen Energy Partners. In these roles Charles conducted product testing; implemented and managed site selection and project deployment programs, fleet operations and optimization programs; and managed supply chain and contractor relationships to maximize portfolio performance. Charles now serves as Product Manager for the Universal mCloud Corporation providing technical direction and guidance for the AssetCare system and chairs the RePowering Schools national organization’s Board of Directors. Mr. Newcomb joined the Certification Commission in 2018.
